Divide the cargo into two categories:

• Heavy lift cargo
• Non-heavy cargo

Vessel Allocation:
Dedicate one vessel exclusively for the transportation of all heavy lift cargo.
Distribute the remaining cargo across four separate vessels for efficient loading.
